The United States will send nearly $2.5 billion more in weapons to Ukraine, President Joe Biden said Monday. His administration is rushing to utilize all available funds to assist Kyiv against Russia before President-elect Donald Trump takes office.

这份援助方案包括12.5亿美元的总统拨款授权，允许军方从现有库存中直接调取物资，从而更快地将武器送达战场。同时还包括12.2亿美元的长期武器采购资金，这将通过单独的乌克兰安全援助倡议（USAI）签订合同实施。

The package consists of $1.25 billion in presidential drawdown authority for immediate weapon transfers and $1.22 billion for longer-term procurement under the Ukraine Security Assistance Initiative (USAI).

Biden stated that all longer-term USAI funds have been used and aims to exhaust the remaining drawdown funds before leaving office.

In addition to military aid, Treasury Secretary Janet Yellen announced $3.4 billion in economic support for Ukraine to cover essential government services. The funding will pay salaries for civilian workers, educators, healthcare professionals, and first responders.

Many U.S. and European leaders worry that Trump’s talk of a settlement might disadvantage Ukraine and fear he won't maintain the full level of Congressional weapons funding.

The latest package includes counter-unmanned aerial system munitions, air defense munitions, HIMARS ammunition, 155mm and 105mm artillery shells, air-to-ground munitions, anti-armor systems, tube-launched missiles, fragmentation grenades, and spare parts.
