Starbucks Updates In-Store Code of Conduct: Non-Purchasing Visitors Must Follow New Rules

On Monday, Starbucks announced it would revoke the open-door policy introduced in 2018. Under the new code of conduct, non-purchasing visitors must adhere to updated guidelines, which will be posted in all company-operated stores across North America.

The updated policy also explicitly bans behaviors such as discrimination, harassment, consuming outside alcohol, smoking, vaping, drug use, and panhandling.

Starbucks spokesperson Jaci Anderson stated that the changes aim to prioritize paying customers. She added that most other retailers have already implemented similar policies.

"We want everyone to feel welcome and comfortable in our stores," Anderson said. "By setting clear expectations around behavior and space use, we can create a better environment for everyone."

The code warns that violators will be asked to leave, and the store may contact law enforcement if necessary. Starbucks also noted that employees will receive training to enforce the new rules.

The policy reverses the 2018 open-door initiative, which was introduced after two Black men were arrested at a Philadelphia Starbucks for not making a purchase. The incident, captured on video, caused a public outcry, forcing the company to adjust its policies.

At the time, Starbucks Chairman Howard Schultz said he wanted to eliminate any sense of inequality caused by denying entry.

"We don't want to be a public restroom," Schultz said. "But we will absolutely make the right decision and hand over the key to people."

However, since then, both staff and customers have struggled with disruptive and even dangerous behavior in stores. In 2022, Starbucks closed 16 locations, including six each in Los Angeles and Seattle, due to recurring safety issues such as drug use and behaviors threatening employees.
